ICT Approval and Governance

What ITMS is

ITMS is the N7 ICT approval and governance workflow for Government of Uganda Ministries, Departments and Agencies (MDAs). It is aligned to the e-Government Interoperability Framework maintained by NITA-U. The system manages the full N7 Form lifecycle:

  • Submit request

    Capture a new N7 Form for a proposed government ICT system or equipment procurement.

  • Entity approval

    The requesting entity confirms and endorses the request.

  • Technical review

    A reviewer assesses the request against technical and governance criteria.

  • Technical scoring

    The request is scored so decisions are evidence based and comparable.

  • Approval decision

    The approving body records an approval, deferral or rejection with reasons.

  • Tracking

    Every request is traceable through each stage of the workflow.

  • System catalogue

    A register of government ICT systems already in use.

  • ICT equipment specifications

    A catalogue of standard equipment specifications for procurement.

Government relevance (Section C)

ITMS serves MDAs under the NITA-U Act 2009 and the ICT governance mandate of the Ministry of ICT and National Guidance. The N7 Form is the government instrument for approving new government ICT systems and for approving ICT equipment procurement. By running that instrument in one place, ITMS gives the Ministry a consistent, auditable record of what has been proposed, reviewed, scored and approved across government.

Accessibility and low bandwidth

Accessibility

Accessible by design: full keyboard navigation, semantic HTML landmarks and ARIA labels, and colour contrast meeting WCAG 2.1 AA, so screen-reader and low-vision users can complete every task.

Low bandwidth

Server-rendered with a lightweight HTML payload, so it loads on low-bandwidth 2G and up-country connections.

Interoperability

ITMS shares the government registry data model, so systems, MDAs and equipment records line up with the wider Government of Uganda ICT registry rather than living in a silo. A public health endpoint lets other government systems and monitoring tools confirm the service is live:
